Over the past few decades two bastions of democracy – civil society and the public sector – have come under immense pressure. Data from two survey’s five years apart (2008 and 2013) illustrates how changes in the nature of the state have hollowed out spaces for civil society organisations to engage in political debate and dissent. The operations of the state have created a political climate of fear in which collective action by citizens is too often ruled out of order and where democracy has been hollowed out to three-yearly elections.
