Local government in Wellington - what's been achieved

It's election year for Wellington City Council and for the Regional Council.

What have the progressive councillors achieved over the last couple of years.  What were the blocks and failures? What's with the targeting of the mayor and city council by the Post and by central government? Why does the regional council appear to work successfully under the media radar?  And just what should local government be doing anyway?
